3rd Black Sea Regional Conference ''Theoretical and Practical Aspects of Reviewing Constitutionality of the Constitutional Norms''
On 29-30 June 2013 the Constitutional Court of Georgia held the third Black Sea Regional Conference “Theoretical and Practical Aspects of Reviewing Constitutionality of the Constitutional Norms”
The key issues of the conference included the following:
• Assessment of the constitutional norm with respect to the fundamental principles of the constitution.
• Hierarchy among the constitutional norms
• Problems of collision of constitutional norms.
• Existence of so-called “permanent norms” in the Constitution
• Formal/Preventive Review
The event brought together the presidents and justices of the Constitutional Courts and relevant institutions of the Black Sea region, Eastern European countries as well as distinguished scholars from the Venice Commission.
The event was held in cooperation with the German Society for International Cooperation (GIZ) and Venice Commission of the Council of Europe.
